Short description of the project

The main goal of the project is the transmission of several years' experience of our organisation in the sphere of so-called European education to the Ukrainian NGOs. The project is a reply to the real needs of Ukrainian organisations, which were determined in the process of direct consultations with them. During the project we plan to prepare a set of information materials in Ukrainian and to create a Web-site, which will be devoted to the European integration theme. Besides, the prepared materials and the Web-site will be published in the CD-R disc form, which will be spread in Ukraine free of charge and without any restrictions. First of all, it will partially fill the emptiness on the Ukrainian book market. Secondly, it will facilitate the access to the information for the interested persons and NGOs. One of the project parts is a several-days training with about 40 participants (leaders of Ukrainian pro-European organisations and other organisations, interested in the European studies). The result of this project will be thematic and methodical preparation of the trainers, which will then realise the information and educational programs in the whole Ukraine. The training will be the opportunity for meeting of representatives from pro-European Ukrainian organisations, in particular for the beginning of cooperation between them, and for experience exchange, as well.

1. Description of the problem

During several years the democratic changes have taken place in Ukraine. The structures are built, which approximate it to the European model of the democratic country with the free-market economy and the civil society, which is developing. In 1994 Ukraine signed an Agreement on Partnership and Cooperation with the European Union, which regulates mutual relations. A few months ago the Ukrainian government approved the program of the integration of Ukraine with the EU in the current year, the main goal of which is to obtain a status of an associate member. On the 20-th of June, 2002 the Ukrainian Verkhovna Rada (the Parliament) addressed parliaments, governments and citizens of the EU member-states to support the European choice of Ukraine. President Leonid Kuchma declared, that till 2004 Ukraine plans to sign the Agreement about the associate membership with the EU, and till 2011 to fulfil all requirements for the associate member countries. Furthermore, according to a recent opinion poll, 57,6 % of Ukrainians are in favour of the integration with the European structures, and this is 20 % more, than in the last year.

All these facts and events confirm, that Ukrainian society and political elite understand the importance of the Ukraine's movement towards the Western European economic and political structures. But the Ukrainian society is very poorly informed about the European integration problems, and access to the main information is very complicated. It reminds the situation, that we had in Poland in the middle of 1990s. At that time the NGOs played a very important role in the sphere of distributing the information about the European integration. Unfortunately, the pro-European third sector is very badly developed in Ukraine, and the government does not support their functioning. They really organise their first educational or information events, but they need good examples and educated trainers. Furthermore, our partners face some other problems, which complicate the development of pro-European organisations and decrease the efficiency of their activity:

  • There is no enough centers, that might be sources of detailed information on the European integration theme (only the Representation of the European Commission spreads some brochures).
  • There is no enough literature concerning the functions of European Union and the process of European integration, too. The books on this theme have a small circulation and reach a small number of readers (administration, sometimes universities). According to the information of our partners, only 25 brochures-factbooks are published till now in the Ukrainian language. They are seldom refreshed and can be bought only in bookstores of big cities. A huge barrier is still the high price of the books.
  • Internet doesn't execute his functions in that sphere either. First of all, except some publications in the press, there is no access to materials of the European integration theme in Ukrainian (the Representation of the European Commission published on its site only the main information about the functions of the European Union and some documents, e.g. mentioned above the Agreement on Partnership). Secondly, although there is no any problem with access to the Internet, the number of global network users is limited due to high prices. Especially this has great importance for those groups of society, which are most interested in the European integration (students, teachers, lecturers). 

That difficult situation will not be solved until at least partially the barriers will be destroyed, which limit the access to the information for NGOs and slow down their development. We believe, that our organisation can influence that situation in the way of transmitting to the Ukrainian NGOs our several years experience in the sphere of informing the society about the European integration and functions of the European Union. That is why we have created together with our Ukrainian partners the Program of Development of Ukrainian Pro-European Organisations.

2. Our experiences we want to share with Ukrainian organisations

Our organisation has been engaged in the European studies since 1996, when an idea to realise the first educational (developed by us) program for youth, devoted to the European integration theme, with a name "European School", appeared. Because of great need in the information about the European integration and functions of the European Union within the society, our organisation arranged a lot of events in this sphere. The most important of them is realisation of trainings both on local, regional and on Polish, international levels. During the last several years we have organised more than 30 educational programs for the youth from Poland and other countries (Ukraine and Slovakia) with nearly 1800 participants. Besides that, since the beginning of 2001 The European Information Centre in Przemyśl is attached to our organisation.

During several years activity we have obtained a great experience in the preparation of educational and information events and in raising funds for their realisation. Our organisation has an experienced team of teachers and trainers, that specialize in different topics of the European integration. During 3 years we have been publishing our own information materials, brochures. We also have a Web-site, devoted to the European integration theme (www.ue.w.pl). Its popularity is growing and it is visited by more than 1500 users every month (50 users every day).

In our opinion, we could apply the experience, abilities and instruments of our organisation on the Ukrainian ground. Therefore, we would like to share them with pro-European organisations from the whole Ukraine. The Development of the Ukrainian Pro-European Organisations Program will be the first signs, what will have a great influence not only on the pro-European organisations, but on the whole Ukrainian society, too.

3. Goals and planned results of the project

The main goal of the project is the transfer of several years experience of our organisation in the sphere of European studies to pro-European organisations from the whole Ukraine. We plan to reach this goal in the way of giving them respective abilities and means, which will increase their potential and will give them the possibility to act successfully in the mentioned sphere.

We want to increase the accessibility of objective information about the European integration process and functioning of the European Union in Ukraine, therefore we plan to prepare an information material set in Ukrainian and to prepare the Web-site, too. Our goal is the wide spreading of this materials, so they will be accessible free of charge, and the Web-site will be placed on the Ukrainian server. Realising the restrictions, which exist, we would like to publish the mentioned materials and the Web-site in the CD-form, that might be copied free of charge and without any restrictions. It will partially fill the emptiness on the Ukrainian book market and, on the other hand, the simplification of accessibility to the detailed and professional information for interested persons and NGOs.

An essential stage of the project is a workshop. Its goal is thematic and methodical studying of 40 leaders of Ukrainian pro-European organisations and other organisations, interested in the sphere of European studies. In such a way we will prepare a group of trainers, who will realise trainings and information programs in the whole Ukraine in the future. Furthermore, the workshop will be a great chance for representatives of pro-European organisations from Ukraine to meet, to begin the cooperation, and to exchange experience, too.

The final effect of our program will be the considerable increase of competence of Ukrainian pro-European organisations, which after the training of their representatives and obtaining appropriate abilities, will be able to professionally realise the informational activity in the Ukrainian society. We are certain, that the project will not only strengthen pro-European organisations, which already exist, but other Ukrainian NGOs will be engaged in the activity in this sphere.

4. The addressees of the project

The addressees of our project are 11 pro-European organizations from the whole Ukraine (so-called Euroclubs) and 15 another organisations, which want to create the euroclubs and to begin the activity in the European studies sphere. Below we give the map:

Representatives of 26 above-mentioned organisations (40 persons, 20-25 years old) will take part in the workshop organised by us at the final stage of the project. However, the number of people benefiting from our activity will be undoubtedly larger, as with the help of organisations taking part in the project we plan to spread about 400 CDs in Ukraine, which will get to Universities, schools and other NGOs. It is hard to estimate in advance, what quantity of disks will be duplicated and spread for the second time, and also how many people will use the materials placed there. It is also impossible to estimate now the number of future users of the Web-page created by us. According to our and our partners' estimations, considering the innovation of the event it will be a large number of people and organisations (institutions) from the whole Ukraine.

5. Partner organisation

The main partner of our organisation during realisation of the project will be Lviv Regional Youth Organisation "Euroclub" (Lviv, Ukraine). We have already been collaborating with this organisation for several years and have a great positive experience in realisation of previous projects. 6. Detailed description

A) Preparation of thematic booklets and a guide-book for trainers.

Teachers and trainers of our organization will prepare 4 informational booklets, devoted to the following problems of the process of European integration and functioning of the EU: The History of the European Integration; The Basics of the European Law and the Institutional System of the EU; Economic Integration and European Monetary Union; Political, Social and Economic Survey of the EU Member Countries and Candidate States. Realising the dynamics of the EU enlargement, we will try to prepare our materials in the way they do not loose their actuality because of the accession of new states and the Nice agreement coming into force. Besides that, we will prepare methodical guide-book for the participants (trainers) of the workshop, which will be the final stage of our project. The expected volume of one booklet or guide-book is about 40-50 A4 size pages. Booklets and guide-books for trainers will be translated into Ukrainian, printed and handed out to participants. We do not set a target to publish these materials as printed matters, as it is comparatively expensive. Instead, we want to distribute them in an electronic form and to use them while preparing our web-site.

B) Preparation of the web-site.

The next stage of the project is the creation of a comprehensive web-site devoted to topics of the European integration and functioning of the EU. The site will be created in Ukrainian language and placed on a Ukrainian server. To create it, we will use the modified scheme of our site and subject material mentioned in the previous paragraph. We estimate that the site will contain 60 pages. It will be possible to download prepared subject materials and methodical guide-books for trainers in electronic form (MS Word and Adobe Acrobat files).

C) Creation of the CDs.

We plan to publish information Internet cite described in point B in the form of CD, thus, it will be possible to view it off-line. We suggest this solution, as Internet use in Ukraine is limited by comparatively high prices; this influences mainly the audience of our project (students, teachers and lecturers). Besides, duplication of a CD is relatively cheap considering wide-spread CD-ROMs and price of a carrier. We plan to produce 400 disks, which will be passed to organisations taking part in the project, which in their turn will distribute them on the territory of the regions they come from.

D) Workshop for trainers.

On the final stage of the project we will organise a 7-day workshop for trainers, in which 40 persons - leaders of participating organisations will take part. During the workshop we plan to hold 60 hours of didactic studies of thematic and methodical character. Within the "thematic" bloc we will hold a 30-hour study on the following subjects: The History of the European Integration, The Basics of European Law, the Institutional System of the EU, Economic Integration, European Monetary Union, political, social and economic structure of the EU member-states and candidate-states. Within the "methodical" bloc, we will hold a 30-hour study on the following subjects: participants activation technique, group work technique, ways of getting over emotions, preparation of simulation games and group exercises, work at subject materials for trainings, evaluation of trainings.

The workshop for trainers will take place in Poland in a specially rented centre near Przemyśl. The studies will be held with two 20-person groups by trainers from our organisation with simultaneous translation into Ukrainian by Ukrainian translators. The trainings will be held in a special way to activate the participants. All participants will receive the comprehensive set of educational and information materials, namely, booklets, methodical guide-books and CDs, prepared for the project.

E) Distribution of Information Materials.

This element of the project includes distributing information materials prepared during the project on the territory of Ukraine. Each of the participating organisations in the project will receive about 15 CDs with an obligation to distribute them in respective region. Participants of the workshop will receive disks, which will be distributed by them among Universities and other institutions or organisations upon the return to Ukraine after the workshop together with information, that the disk with materials, along with other information provided, can be freely copied and distributed afterwards with noncommercial goals. Besides, they will have to provide information about recipients of the disks with a short proof and a confirmation of the receipt.
