Polish-Ukrainian European School

The sponsors of the project: The Stefan Batory Foundation,  Carpathian Foundation
and The Office of the Polish Prime Minister (Government‘s agency for family matters)

1. The date and place of the program’s realization:

The Polish-Ukrainian European School [PUES] was realized from august 20th to august 30th 1999, therefore it lasted 10 days. The first part of the program (7 days) took place in Poland (ZHP-Polish Scouts Association facility in Ruszelczyce near Przemyśl), while the last three days were realized in the Ukrainian Ministry’s of National Defense sanatorium in Szkło near Nowojaworiwsk.

Initially the organizers planned the School to last 8 days but obtaining appropriate financial funds enabled us to prolong the program by another two days and accepting a larger than planned number of participants.

2. Members participating in the program:

In general 40 people participated in the Polish-Ukrainian European School half of that number from each side, the Polish and the Ukrainian one. Furthermore there were 2 Slovakian participants.

Most of the participants were aged between 18 and 20 years. They were representing the following organizations:

  • Parlament Młodzieży z Przemyśla - Youth Parliament in Przemyśl
  • Młodzieżowa Rada Miasta Rzeszowa - Youth City Council in Rzeszów
  • Niezależne Zrzeszenie Studentów – Independent Student’s Association
  • Lwowski Obwodowy Komitet Organizacji Młodzieżowych (LOKMO) - Youth Organizations’ District Committee in Lviv
  • Centrum „Młoda Dyplomacja” (Uniwersytet we Lwowie) - Center “Young Diplomacy” (Lviv University)
  • Parlament Młodzieży Obwodu Lwowskiego - Youth Parliament of the Lviv District
  • Lwowska Obwodowa Organizacja „Młodzież za Reformami” - Lviv’s District Organization “Youths for the Reforms”
  • Klub intelektualnej i twórczej inicjatywy „DYNASTIA” - Intellectual and creative initiative’s club “DYNASTY”
  • Lwowska organizacja młodzieży „Stowarzyszenie Ukraińskiej Młodzieży” - Lviv’s Youth Organization “Ukrainian Youth Association”

3. Substantial program:

Thanks to obtaining appropriate financial funds we managed to prolong the training to 10 days (instead of 8 as planned). As a result, new components were introduced into the program to make it more attractive. Apart from the previously planned 50 hours of activities, 3 additional lectures (2 hour long each) took place. The first of them was dedicated to cultural cooperation between Poland and Ukraine during the last years, and the last two- to the implementation of European law standards into the Polish and Ukrainian laws. Additionally, two trips were organized, during which the participants had the opportunity to visit Przemyśl with its surroundings and Lviv (with Łyczakowski Cemetery).

4. The program’s results:

Thanks to the realization of the Polish-Ukrainian European School we managed to establish better contact with the youth organizations from Ukraine. The presence of 2 colleagues from Slovakia will surely initiate trilateral cooperation between youth organizations from Poland, Ukraine and Slovakia. Even now we are preparing a realization of three succeeding trainings on the European Union, which will take place by the end of this year and at the beginning of the next year. We would like them to be, similarly to the case of PUES, programs involving all partners to the same extent into the realization of the project, not only the head organizer.

Another very important result of this program was elaborating new ideas for cooperation of the polish and Ukrainian youth organizations. Most probably at the beginning of next year there will be an international program (training) organized, dedicated to the functioning of non-government organizations in Poland, Ukraine and Slovakia. Furthermore, ideas emerged to organize Polish-Ukrainian scientific (historical) conferences, as well as language and culture schools. Special organizational groups (Polish-Ukrainian) were appointed to realize these programs, and have already started preparations for realizing these projects.

5. The realizers of the project:

The program was realized by a team of several trainers and assistants from our association and partner organizations and by invited lecturers and specialists. During trainings we were using the latest publications rendered accessible by the European Communities’ Diplomatic Agency in Warsaw and the Center for European Information attached to the European Integration Committee Office.
